Policy Network Members

Policy-Making & Advocacy Network

To effectively coordinate Tanzania’s agricultural transformation, AGCOT operates through a robust policy network comprising key government ministries, research institutions, regulatory agencies, development actors, and civil society platforms. These members provide technical insights, align national and sub-national efforts, and champion evidence-based policy reform in support of inclusive, climate-smart, and investment-friendly agriculture.

At AGCOT, we believe that enabling policy environments are essential for agricultural transformation. Our policy engagement framework is designed to foster inclusive, climate-smart, and investment-driven growth through strategic leadership, technical analysis, and multi-stakeholder collaboration.


🧭 How We Work

AGCOT’s policy engagement is delivered through a network of specialised teams and collaborative platforms that support evidence-based reforms, regulatory alignment, and inclusive decision-making:

🧠 1. Policy Team

Led by the Head of Policy and Enabling Environment, this team develops, advocates for, and supports the implementation of policies that drive agricultural competitiveness and sustainability, ensuring the coordination of research, policy briefs, and partner consultations.

📊 2. Policy Analysis Group (PAG)

AGCOT actively collaborates with PAG to promote reform on high-impact issues such as post-harvest losses. PAG includes:
REPOA, ASPIRES, AXUM, ANSAF, BRITTEN, AGRI-CONNECT, TASTA, SUA, TAHA, ESRF, and EAGC.

🌿 3. Inclusive Green Growth Group

Green Reference Group (GRG), the IGGP—alongside the Soil Health Partnership—provides essential guidance on environmental and social safeguards. It champions inclusive green growth compliance across AGCOT interventions.

🔗 4. Value Chain Strategic Partnerships

AGCOT facilitates high-impact partnerships to enhance coordination and competitiveness across priority commodities. These include:

  • Sugar

  • Tomato

  • Tea

  • Potato

  • Poultry

  • Spice

  • Rice

  • Sunflower

🧩 5. Commodity Associations & Councils

We strengthen existing and emerging associations to drive self-regulation, standards, and farmer-led innovation. Examples:

  • Potato Council of Tanzania (PCT)

  • Avocado Society of Tanzania (ASTA)

  • Rice Council of Tanzania (RCT)

  • Tanzania Horticultural Association (TAHA)

  • Tanzania Animal Feed Manufacturers Association (TAFMA)


🤝 Our Collaborative Ecosystem

AGCOT operates through a Public-Private Partnership (PPP) model that unites diverse actors to drive systemic change. During the development of the 2025–2030 Strategy, 97 stakeholders were engaged.

The Policy Network plays a central role in advancing AGCOT’s mission of harmonizing policy with practice—facilitating collaborative planning, regulatory coherence, and shared accountability across priority corridors and value chains.
